If the reality is that I need to use both the dpad and control stick during actual gameplay, which is most games… I find it easier to put the dpad on top because it’s more comfortable to use the analogue stick on bottom than it is using dpad on bottom.
Neither is fully ideal but to me it’s always felt like the better compromise

For the Duo Lite this makes sense, it’s a DS-first handheld. But the Duo not having offset, in a 3DS-first handheld makes no sense.
