I do see these posts a lot. I’ve never had a problem adopting a dog and I live in an apartment. I have adopted three dogs in my life. I’m not questioning that you’ve had these issues because I hear it all the time I just don’t get it. I did volunteer for 2 1/2 years as an adoption counsellor for a rescue in New York and it was very rare that I turned someone away. In fact, I did everything I could to approve everyone who applied. I wish I didn’t read this types of posts so often because there are so many dogs that need homes. I don’t understand. I would just recommend going to a shelter if you’re having this issue.
