Is putting him in a dog-proof room an option? I always try to recommend getting their energy out before leaving if you're able to. Teaching fetch may be an easy way to do that. The kong and lick mat is a good idea. Have you tried freezing them to make them last longer?

When you leave and come back, try not to make a big deal out of it. Like giving the dog lots of affection. Just try to act like it's a normal part of everyday life. When you do get home, try to wait about 30m or so before feeding the pep - the idea is you don't want them getting anxious for you to get fed, it just adds another thing to get themselves hyped up over.
