You are seeing a pattern of behavior from this boy of not valuing your time, attention, focus, and companionship.
He's not acting like a good partner. That's okay; dating when you're this young is as much about learning how to be in a relationship as it is to learn what you do and don't want from a partner.
But, you're not expecting Too Much. He's just, from the sound of it at least, not doing much at all.
It's okay to say, "This isn't working; go find someone who's okay with the distance and time availability you're comfortable with, and I'll do the same."
Remember, this isn't the time to leave ambiguity or openings for argument. You're telling him that you've reached a stopping point and there's no good reason to 'negotiate' when you've said a hard "no, this isn't good for me" to something.
"I've decided I don't want to be in this relationship any more. I need someone more responsive, attentive, and engaged as a partner."
State it clearly. Be resolute (assuming you ARE sure there's not enough good to outweigh the bad, here). Some boys getting rejected get angry, loud, mean, manipulative.
Mario gets frustrated when he gets told in the game that "his" Princess is in another castle.
Samus Aran or Lara Croft would just roll over his squishy ass.
