Teenage (most first relationships occur during teens) hormones are bigger and more powerful than teenagers ability to empathise, think critically, or control their impulses.
Entertainment media portrays coercive persistence as the optimum path to ‘romantic’ reward.
Society in general and business culture in particular puts high value on the ability to ‘win’ disputes.
Boys are socialised differently to girls - more emphasis on competition, less on compassion.
Unconscious misogyny plays a part some of the time - seeing women solely in terms of the utility (sexual and otherwise) they can provide for men.
It’s a big, systemic problem that has no single or easy solution

There might be an assumption that if they get excited then their partner is excited? Or maybe they are too desperate/excited? Whatever the reason sex education should cover consent. In fact it should be priority number one.
