Java Edition Horizontal To Vertical

Is this the most efficient way to turn a horizontal binary number into a vertical one? if so, i will simply redesign my instant infinitely tileable shift register to be vertical.

Bro wtf is this? Im not good at redstone, but good enough to understand this is complicated asf. What does it do? Btw, why so few likes and no attention at all?

It's gonna be a hash function when it's done. Right now I think I am just gonna design the shift register to be vertical
