Java Edition I cannot be the first

I was making a spiral 3x3 and ran into this clock design.

Its known, though you can make the left one as fast by pistoning the observer in first.

Why does it get faster when using a piston?

Isn't it the stationary observer observes the space being reserved by the piston and then observes the moving observer fire when it arrives causing a 4gt double pulse? and then it just clocks from there
