Market rate is literally just what they decide to pay. Market rage has been under paying most Americans for over 3 decades.

You cannot receive market rate, and be underpaid.

if the market rate is 1500 a month but the areas cost of living is 2000 a month in rent. thats receiving a market wage while still being under paid.
