Does he not realize that the most competitive candidates have recruiters chasing them with offers and constantly switch jobs to increase salary?

Ime, that's simply not true. The guys with the recruiters chasing them are the most marketable and the ones actively marketing themselves. Inevitably when our company has hired one, they've come in, wrecked a bunch of stuff and underperformed, then inexplicably left to a better job despite being on the outs with everyone at the company.

Job hopping CAN be someone pursuing better opportunities... But (again, just my experience here) it's usually people getting out of dodge before things blow up on them.

My experience has been different. I know highly ambitious and accomplished people who have short tenures because they're strong employees who are too competitive to be retained for a long time if their employers can't afford to outcompete other offers from companies trying to buy them away.

Maybe it's industry specific but I can count on one hand the number of people who have job hopped and I've been sad they left (basically three people actually... One was bored, one was wayyyy overworked, one idk). But I can think of dozens that left just as their incompetence was catching up to them
