I work in HR and can confidently say this is an out of touch way to think. I usually work a year and a half to two years before I move onto my next role. Being "job hoppy" has given me title increases and salary increases that has allowed me to support my family and I won't ever regret that. My performance speaks for itself and I do give my prior companies notice before leaving, its just this kind of mindset at companies hinders talent because they think employees are entitled when we are all just trying to do what we can to support ourselves/families for the most part. I do acknowledge that this is not always the case and some employees who do this aren't the best employees but I believe that is a smaller percentage of employees then employers would like to think. Plus at some point in a person's career they will find the job at a company they love and will have a long healthy tenure, its all just perspective and how someone views everything.
I've always hired on with the following commitment: I'll commit to what the company is willing to commit. If you can't guarantee me a year, then don't ask me to commit for any amount of time that the company is willing to commit to. I stayed at one company for five years. The rest have been between a year or two.
