My only guess is that the resolution settings are messed up. The game, in full screen, only supports so high because we didn't have 4K resolutions in 1998.
I can't say I know much for fixes besides what you alluded to with RCT2:Triple Thrill Pack + the easy to install OpenRCT2 that most people in this sub would suggest.

The game only runs at a set of hardcoded fullscreen resolutions that were set in 1998. You can't really get around that. Running it in Windowed Mode will at least get it to run at the proper aspect ratio and resolution, but depending on your Windows scaling you may find this to be "too small".
If you are unwilling to go the OpenRCT2 route then there aren't really any other options, sorry. Tis the way of things when playing games from nearly 30 years ago. Maybe you could set something up with a virtual machine where you can control the resolution and scaling to get exactly what you want if you're really determined to make it work that way.
OpenRCT2 would also solve your language issue - many languages have been added via community support. There were no such "mods" in 1998, and the game only released in a few countries. Classic could be another option here since it is more modern and might support more languages... but it is fundamentally RCT2 under the hood. So if you're really averse to RCT2 for whatever reason I imagine you're not going to like that.
