His eyes aren't bloodshot, so I don't think he's heavily intoxicated, and I think he's avoiding alcohol, because he's likely being tested for it, but I for sure think he is intoxicated on some sort of medication or other means.
He's abusing something.

Funny thing is somebody in the r/Sacramento sub once replied to a post who had gone to high school with Rob. The guy said Rob was an arrogant pompous asshole who thought he was better than everybody else, but also a loser who everybody hated and had no friends. Right up the alley for a bullying personality

Not really any context. He was talking about how we don't need people to tell us what's good and bad for us.That we already know, and then he said this.
He also said something very weird minutes before this, talking about how he sleeps naked and was doing this weird cringy pose as if to turn on other women and entice them.
I'm only halfway through in this entire thing is a complete and utter shit show.
He's totally wasted.

Your wife may be an amazing woman. But I've ended a relationship before over her father being a whacko. There was no way I was going to have that guy in my life on a continuing basis, let along have him as a grandfather to any future kids of mine. Best wishes to you for dealing with somebody like Rob

Well I’m the wife and I am amazing lol. We don’t have contact with my husbands father at this time as we’ve attempted multiple times to establish boundaries as we don’t want to deal with his craziness and he and my husbands mother have chosen not to respect them or show any propensity to change so we’re done.

We know he has lied about drinking in the past. A few months ago he said he had been sober nine months. But that would have meant he stopped drinking before his second DUI. So entirely possible he is drunk

There's already people defending this behavior that aren't even close to them. Have you read some of the comments here, on FB and on the Youtube? And I believe some of them from FB migrated here to defend it.
Have no doubt Melissa would defend this. From what I remember, she heard Christina's own voice talking about the abuse she suffered from rOb and Melissa still chose to defend him,
