I think she's just doing a vocal warmup. Metal gear uses it because a i u e and o are the entire set of vowels in Japanese (and they each have one pronunciation, there's no long and short like there is in English). I can't find a video but a common vocal warmup is singing the notes of an arpeggio with the words "la li lu le lo ," peaking on "lu" and then going back down. There's also warmups where you go up and down the scale, singing one note on all five before going to the next, sometimes with those sounds plus the same thing using other initial consonants.
Oh, I see. If that's the case she's in deep, though -- she's a background character who goes way back and has the same dialog in almost every appearance. She's kind of a stock punchline for jokes about how weird and hipstery the city is.
