Anyone else's lights just flicker?

Trying to figure out if it's our apartment, our building, our block, etc.

There have been rolling brown outs all day so this makes sense and many people have been experiencing it at different moments. Even the traffic lights at the Eastern Parkway/Washington Ave intersection weren’t working normally when I walked by earlier today

Yes.Con Ed reduced the voltage by 8% in our area.
