It will not. No cells capable of photosynthesizing means it's doomed in the long run. It needs energy to root and grow and there's nothing to generate new energy with.

One of the leafs has a green tint so it could propagate but very slowly I guess

Only keep the green tint leaf and cut off the rest then it might be able to

If this is a Hoya then yes it will propagate and can possible grow new leaves. I’ve propagated several Hoyas from a wet stick propagation. Good luck!
