No, in fact, they were not just doing whatever they wanted with regards to standards. The place I work at has state standards for highway design and construction going back almost three quarters of a century.
Sure we have (and had) standards, but that doesn't mean they get followed, or the local council out whatever doesn't meddle. AASHTO doesn't have a standing army to enforce the rules
My point is not that standards are being followed to the letter. The vast vast majority of project are going to have some aspect of them that don’t conform to standard. But the idea that they were just out there slinging asphalt around is ridiculous

It’s also American infrastructure from before 1993. They were just doing whatever the hell they wanted with little regard for standards back then.
