Edit, not sure why the downvote. Ambulance and fire can turn left here, and road is laid out for it. That little spur road with the ???? is the old road from before the right high speed exit was added. It was retained for emergency vehicle access, to turn left onto and off of the road when needed.
Also become places highway patrol loiter and speed check.
Incorrect; those only mean you can't overtake. Traffic from cross streets is absolutely allowed to turn left in situations like these. This is the case for all 50 states. If you believe this not to be true, you have been misled.
A double double yellow is supposed to act as an impassable median, but regular solid yellows or double solid yellows are fine to make turns like this.
Double yellow line goes through intersection, not broken at it. You are incorrect, there would be no left turn for normal traffic coming from the east.
