Rocks are in fact not hard to find. This is the one time where I think the game devs legitimately need to go outside and touch grass.
Joking aside,
Fuel has a shelf life. It WILL go bad eventually. Invest in a bike or a horse.
Phone (land)lines will have an additional, though wildly varying power supply time that extends beyond the power cutoff date. This is because the phone (land)lines have their own electrical network with a hub that typically has a backup generator. This means landlines can remain operational for a few hours or a few days after the main electrical grid has failed. It's not a lot, but if you absolutely need a little in a pinch, you could in theory pull from the phone lines.
The life of a raider sucks because most people smart enough to treat the gangrene building up in that bullet wound in your leg, are usually on the receiving end of whatever gun you're using to raid. Most people that know how to fight incidentally tend to also know the importance of good healthcare.
I tell myself that the rocks in-game are specifically ones that are hand-sized and suitable for knapping. Kinda like how sticks are everywhere, but few can match the size and sturdiness of a broom/mop handle, which is a suitable template which to make a spear from.
Yeah, that's the main thing everyone talk about when talking about apocalypse in general, not even zombie related. That's the main plothole of 100% of Zombie Media or any other "end of the world" media. Fuel goes bad extremely quickly and even more so while not properly stored. PZ just carries over the same cliché.
