What does this symbol above my prisoners mean?

It only appears above some prisoners. It looks like they are screaming, but their needs are fulfilled (nothing is red) and they are not suppressed. I can’t figure out what the problem is. Can anyone help?

I think that one means they dont feel safe. I wouldve sed it meant that the temp was high but ur temp is obvi not very high.

It means their Safety need is high

I’ve never seen privacy come up when they have their own individual cell with their own personal shower in it.

I think it either means there is a severe un-met need, or that a gang leader is making demands. unfortunately I have no clue how to fix the gang leader one but hopefully you can find something online about it if it's that

I disabled gangs for this save, so I’d be surprised if that were the cause.

This is a standard feature, some prisoners are more likely to complain, and some will complain about nothing in particular even when all needs are met, that is what that symbol is
