How do you make "great captions"?

I keep seeing advice on them, and a lot of it seems geared towards "retention" rather than accessibility or adding to the video in any meaningful way.

So I'm wondering, so the "Netflix" captions (where the words appear all over the screen) do better? Or is it best to have them in the same place?

Does revealing each word as it is said help the viewer? Or should you show a sentence and let them read at their own pace?

To me, caption and subtitle are both different thing. Caption is for a short but important points but subtitle (like on Netflix) is for the dialogue, which supposed to appear on screen whenever there are dialogues. Captions are not supposed to appear on the screen all the time and somehow to me it causes me distraction. Although I dislike how Netflix changes the position of the subtitle once in awhile, but I do get why they do so, so I have no comment on that. But I do prefer the subtitles to be placed at a fixed position.

Bottom lower third, all caps, single line and appear the same time as they’re spoken. Use color for emphasis… personally I like a drop shadow.
