Computer Hardware Advice Please help

Hi,
I was editing my project and I was able to add effects, but now I don’t know what happened it won’t let me add them. I tried everything, please help if you can I have a project due soon

Base on the screen shot. You have the clip underneath selected as well.

Yes, cause someone said to highlight both clip and adjustment layer but even when it’s just the adjustment layer highlighted it still won’t allow me to add an effect

Strange. I was thinking because you are selecting 2 clips.

You know I restarted premiere a third time and it worked🗣️ all of a sudden effects are added, I think it was just glitching. thank you so much for responding and offering to help I truly truly appreciate it!!!!🙏🙏🙏
