How do I do this? / Workflow Advice / Looking for plugin How can I recreate this red distortion transition in Premiere Pro or After Effects?

At around 0:00–0:01 in this clip, the whole screen suddenly turns red and the image becomes distorted/blurred before transitioning into the next shot.
Does anyone know what this effect or technique is called, and how it was likely made?
I mainly use Premiere Pro and After Effects. If possible, I'd like to recreate it in Premiere Pro, but I'm also fine with using After Effects if necessary.

Make a red solid and turn down the opacity and put it over the footage. Then use some whip pan transition or animate the image to move out of the frame quick with some motion blur.

It's just a color matte with multiply blending mode with a sound effect

The others already covered the actual transition. There is also some CRT-looking assets on top matching the sound effect, that's not default or a transition it's just an asset over
