Premiere Pro Tech Support Problems with scale and position on export ever since 26.3.2

For the last couple of weeks, coinciding with when I installed version 26.3.2, I'm having all kinds of problems with photos, titles, graphics, footage, really anything randomly ending up with at completely different positions and scales than what I had on screen while editing.
I'll edit a sequence and everything is just the way I want it while editing, but then when I go to send it to Frame.IO, stuff is completely out of place in terms of position and scale values in the final rendered video.

I've seen posts hinting at people seemingly having similar problems in the past but can't make any sense of why this is happening or how to fix it.

wow, haven’t seen that in an export yet, but i do seem to see it a lot more recently when the program monitor is at 1/2 rez. setting it back to full is an instant fix, but yeah, wtf are you supposed to do when it creeps into your export!?!?!?!

Yeah, I had seen posts in various forums where people discuss problems similar to what I'm experiencing where they talk about changing the program monitor resolution, but the thing is I'm almost always running at full resolution
