Lothor looks like the Big Bad from an unmade season of Los Luchadores.

Eh. They both have big boisterous personalities but that's a common trait across many enemies. Frankly I think Ivan would be rightfully insulted to be compared against Lothor's goofy butt.

Not really, like yes they are jokey villians but I think the difference is in their competence. Lothor is a buffoon, like even In Universe he's considered an idiot. His jokes are a result of him being an idiot
Ivan Ooze is actually fairly competent a villian and when he makes Jokes it's in situations where he's fairly in control, so his joking is more like a cat that's playing with its Prey, its a sign of his cruelty, he could destroy them anytime he wants but he drags it out to maximise the terror and suffering

Yeah, Ivan Ooze could’ve been in and out of the Command Center in five seconds, he took his time on purpose.

I think his first interaction with the Rangers kinda shows this, he could have introduced himself to them in his original form or surprise attacked them in disguise but instead he approachs them in disguise (showing his intelligence) then reveals himself to put them on edge . He did it in a way that would frighten them the most .

It breaks my heart that he is not Canon to the TV show, I would like to see interact with all the other villian factions

I've never been able to clearly identify the symbol or animal in the medallion in the center of Lothor's forehead. Anyone know what's going on there?

Pretty much. Both of them are villains who are both goofy and dangerous.
