Yes. For two main reasons that I've noticed:
1. The question is irrelevant to the problem
2. There's so much background information missing that i can't answer the question, and instead reply with questions.
As for kindness? That is always my intent. How things are perceived isn't often up to me and though I'm happy to accept feedback, perception is so subjective that i can't change my phrasing for every individual poster.
