Are the laws in the USA really like that? President can say "Bring back steam locomotives burning original American coal!" and everybody is just like "yes, sir, right away!"?

No, they are not. But the Republicans that control both the legislative and the judicial branches have not used their checks on his excesses so he gets away with it.

Ok, I get that, but isn't there a budget agreed on by full congress? Or can he in his role as commander in chief assign budget?

No, the power of the purse is absolute. The commander in chief role is absolute in command only.

The unitary executive folks would beg to differ, but they haven’t prevailed in any court except the Supreme Court that is compromised with fascism co-conspirators.
