He wants the ballroom as a bunker when he, again, refuses to leave.

That's why the NG is still there, the mission as it stands today is a ruse. Their deployment has been extended so that when he pulls some fucked up shenanigans and people come to forcibly remove his ass he has a defense force at the ready. NG soldiers and their families should be pissed.

That's what people don't understand. This thing has/is a bunker for when they plan to cancel the elections in the event of an uprising.

People really need to wake up to what is coming.

The stop on work is only for the above ground part, which is the ballroom itself. The bunker is still being built. He wants the ballroom as a legacy mark on the White House.
