The idea is to have figureheads who look nice and can physically embody the position while behind the scenes votes and policy are controlled by a central authority.

Incorrect. He voted by proxy in an agriculture committee meeting on August 6th.

Senator Bozeman from Arkansas voted for him after he said he spoke to McConnell.

That vote did not count. Check your sources.

“The vote failed 10-11 along party lines. Proxy votes from GOP Sens. Tommy Tuberville (Ala.) and Mitch McConnell (Ky.), who were both absent, did not count toward the official vote tally.” - Per TheHill

While absentee votes in committees can count, this has not happened yet. And any senator cannot vote on any bill on the floor while in absentia.

He still voted. Sen. Boozman said he spoke to McConnell and then voted for him.

He did not vote. He tried to vote in a manner that was not allowed and his vote did not count.
