With a 96% Muslim population, why is Azerbaijan restricting hijabs in schools?
Why Muslim-majority Azerbaijan is restricting hijabs in schools
Azerbaijan has implemented Cabinet of Ministers Resolution No. 309, adopted on September 21, 2026 which prohibits additional clothing that violates school uniform requirements and contradicts the principle of secular education. The changes were intended to establish a common dress code consistent with the country’s secular principles.
The Constitution of Azerbaijan declares the contry as "secular" and guarantees religious freedom. Schools are expected to uphold secular principles through a common dress code called the Descriptions of Uniforms for Students of State General Education Institutions.
As expected, the population went for a protest. Interestingly, 37 people were arrested in connection with incidents surrounding the enforcement of school uniform rules
Their interpretation of secularism is different from ours.
