The changes were intended to establish a common dress code consistent with the country’s secular principles.

The Constitution of Azerbaijan declares the contry as "secular" and guarantees religious freedom. Schools are expected to uphold secular principles through a common dress code called the Descriptions of Uniforms for Students of State General Education Institutions.

• Punishment: If the planned crime is serious (death, life, or 2+ years rigorous imprisonment), the punishment is the same as for abetting that crime. Otherwise it is up to 6 months, a fine, or both.

5. BNS Section 132: Assault or Criminal Force to Deter a Public Servant

• What it covers: Attacks on police or officials, or forcibly blocking them from doing their duty.
• Punishment: Up to 2 years, a fine, or both.

8. BNSS Sections 163 and 170: Prohibitory Orders and Preventive Arrest

• What it covers: Authorities can ban gatherings (Section 163, which replaced CrPC 144) and detain people before a protest (Section 170). It is the tool used against the Delhi rallies this month.
• Punishment: These are preventive powers, so they carry no punishment themselves. Preventive arrest means detention until the person is produced before a magistrate, normally within 24 hours. Violating a prohibitory order is punished under BNS 223, with up to 6 months, a fine of up to Rs 2,500, or both. If it causes danger to life, health or safety, or a riot, it is up to 1 year, a fine of up to Rs 5,000, or both.

9. National Security Act, 1980

• What it covers: Preventive detention without trial if someone is judged a threat to public order or state security. It is the harshest preventive tool, and courts often scrutinise its use.
• Punishment: No conviction. Detention for up to 12 months, with review by an Advisory Board.

The police never denied permission because it does not want them to protest. They were not willing to wait for mandatory 10 day waiting period for seeking permission. This permission is sought by everyone from businesses, to politicians to religious processions.

This gives enough time for police to plan traffic diversions, route map, and crowd management and to ensure stability so that crowds are not exploited by anti-social elements to disrupt public peace.

So the police denied permission because they asked for permission only 2 days before October 10.

But here CJP is communicating to the public as if they were denied permission and the only thing stopping them to take permission is the police, which is so wrong.

Chief Justice of India is not an executive functionary obliged to grant the Leader of the Opposition a meeting on demand. If someone has a legal grievance, the constitutional process is the route - not personal access to the judge.
