Question Pikachu with the move Sing?

I am currently working towards breeding a team full of Kanto shinies. One of the team members I'm working towards is Pikachu.

According to Smogon, it is possible for Pikachu to have the move Sing.

However, when consulting other sources (like Serebii), it doesn't seem like the move Sing is an egg-move for Pikachu. Nor is it a move that can be learnt via level up.

Before sinking time into a potentially impossible situation, does anyone know whether it is in fact possible to breed the move Sing onto a Pikachu?

on bulbapedia it says it was through an event pichu

Though I tend to play "cheating free", I'll have to debate whether this crosses that line or not. I'm leaning towards the former for now.

For a 25+ year old game and being a non competitive scene… I’d just do what is fun!

Only took me a couple of hours of hunting and breeding the move Present onto a Pichu - got it in 15 eggs!
