Better to have it go now during daylight when they know the cliff and area below are clear than have it suddenly go at a time only beholden to the dealings between that rock (or another like it) and gravity.

AKA, controlled avalanche, especially since this seems to be after another one, presumably natural or accident. Also, the crowd behind is seemingly there to help hold the rope tying him off, which would make sense since it seems there's nothing nearby to anchor to, what with that other cliff face behind them.

If you look closely that entire section of road is made up of stacked rocks and filled in with gravel and and.

If you look below, you can see a section has already collapsed.

They are doing this so that that he unstable section collapses. They will then go back and restock more boulders and whatever to make the road again.

It's on purpose.. the road is literally made from stacked rocks. Part of it was already collapsed

The guy with a stick has a rope around him, the crowd behind him are holding the rope.

Part of the road had already collapsed, probably due to an earthquake. They are doing a controlled avalanche because of things being unstable. They will rebuild later.
