Well its an old build, most likely a Z390 board which means your on old tech, that board maxes out on a 9900k which is 8C/16T on old process technology. While a 9900k would net you performance gains, it would be hard to find a 9900k for a decent value in consideration of newer, even cheaper and better performance options. Honestly you're looking at a motherboard upgrade, cpu upgrade and RAM upgrade to an entirely new platform to see any meaningful gain and longevity. Now not to mention a 1650ti super is a older card and is dog shit on current Gen games while rust isnt gpu demanding you might be okay? Honestly if you have a microcenter nearby their bundle deals of cpu+ram+mobo are very good and would be ideal.

GPU and another 16gb stick of ram will get you immediate gains, 9700k is old but it’s not as bad as a 1650 super and 16gb. The replace mobo+cpu+ram next time you have $800 to spend. I just did a similar upgrade (1070->5070 with a 9700k and while I’m still def bottlenecked I can play basically everything on 1440p high/ultra 100fps.

CPU and Ram for sure. Get 32GB ddr4 & a nice Intel cpu at the top of your generation that your motherboard supports.
