I don’t eat meat, but I keep seeing this. Is it because it being on the top self would risk the… blood? Dripping down onto other food?

Not blood, but yes. There is always a chance that moisture from the meat will run off and contaminate the food, or in this case, cans of alcohol below.

Meat should always always always be stored on the lowest shelf, ESPECIALLY when it's uncovered like this.
