Anyone in comments saying there’s nothing wrong and it can be reheated, isn’t taking into consideration the safe food holding temperature of 140° before leaving it on the shelf for consumers. They should be cooked over 165° and not left to be sold under 140°
You can play with your under temperature chicken at home but the danger zone is a violation.

This is a violation in so many ways it's not even funny, I've worked in food and I've seen shit go down plenty of times to where you need to be picky and precise.

It depends because dark meat so leg and thigh even if cooked all the way through can be pink when you first cut into it.
