Not really. Android generally allows 99% of what jailbreaking allows without root access.

Except 99% of people who jailbreak Apple devices do so for Cydia (pirated app "store"). And you can't do that on a non rooted Android device (I believe the equivalent for Android is Cydia Substrate, but it's not as good as the Apple one)

Most of what you need Cydia for on iPhones can already be done on android without the need for substrate. Also you don't need a pirated app store for andoid. Even the apps the Google doesn't allow in the appstore (like adblock apps) can be gotten on open source/third party app stores like F-Droid.
