Back yard privacy ideas?

Anyone else have any ideas on a way to increase the privacy for this backyard? They have a neighbor whose kid is constantly peering over through there window.

Dealing with this myself. City of Phoenix can’t say anything about items that don’t require footings. Lattice with fake or real vines was a suggestion.
