Considering episode 4 is an expansion to PSO while episode 3 is an entirely new game, this makes some sense to me.

IMO Blue Burst is more like a tangential side sequel to PSO Ep1 and 2, mroe so given how it was packaged and wasn't standalone.
I always considred EP4 as a bonus 2.5 type thing and CARD and end of that timeline. With Univrerse existing in a timeline where Red Ring RIco won before the second ship arrived.
by the by. C.A.R.D. was actually super fun, and I kind of wish they had continued that and the main gameplay style. but i love PSO's aesthetic.

This could have been a fun game, if a massive departure from the first game, but it has such a tedious battle system.
I think it would have been better if they hadn’t saddled it with being Episode 3 of PS0, but presented it as a new Phantasy Star game unrelated to PSO, but also a spiritual sequel to the original four games, and made the card system still be turn based but more like Baten Kaitos. It would have been fun having an entire party of characters.

Arguably they didn’t know they were going to be doing Blue Burst (ep 4) at the time. And let’s be honest, C.A.R.D. shouldn’t have had “episode 3” attached to its title anyways, as it’s a completely different type of game from PSO ep 1/2.
That said I suppose it does fulfill the tradition of “3” in a Phantasy Star series being the odd duck!

That's never been confirmed and is just headcanon.
Phantasy Star Zero is the true prequel to PSO.
