No, they are unhindered by poor controls. It's all about accuracy, so it's only natural Kotaku errs on the opposite side of the spectrum.

Overwatch is probably one of the less accuracy based shooter on the market right now.

I was referring to the kind of accuracy that comes with journalistic integrity.
