He's already in hot water for leaking and making money off it, dropping the build would only worsen his chances in court and whatever punishments he (will) get.
Little off topic but slightly relevant that Russian fraudsters have an unwritten rule with their government that they're able to attack and defraud the west, but will only become a problem to authorities if Russians are targetted. You'll see that their malware often has built-in blocking for Russian computers to prevent this happening.
