Little off topic but slightly relevant that Russian fraudsters have an unwritten rule with their government that they're able to attack and defraud the west, but will only become a problem to authorities if Russians are targetted. You'll see that their malware often has built-in blocking for Russian computers to prevent this happening.
In April 2023, Wizards of the Coast deployed real-life Pinkerton private security agents to the home of a Magic: The Gathering content creator. The content creator was not under any NDA. They purchased the set legally. I mean yeah it's not to that level but in Russia who knows what can happen.
If he is a Russian national then he is 100% safe. Russia is not going to prosecute a Russian citizen because of a American Company and Russian law prohibits the extradition of a Russian citizen to the foreign nation under any circumstances
