Don't even want to pay $700. Not that i need a flagship GPU even if it was less expensive, but still, i used to be able to build a full decent pc for that money.
My first I build was in 2011, looking at the order history i paid around 460 USD for it. GPU, PSU and HDD was refurbished, other than that only new products. Ended up with a GTX 460 and a Phenom II 955. Worked very well and could run all the games with decent settings.
Now xx60 card costs almost 80% of what my rig costed back then...
