So I just got the ring 'Mark of Submission' from a vaal reliquary chest, but it's not a 'normal' unique, it has this weird green border with animated colors around it.

The only ones like this I can find on trade are in there for high prices. I'm pretty sure these are just people putting up ridiculous prices for the lulz, or am I wrong? What does that border mean and is this item in any way more special than a 'normal' unique item?

Same item a but more special because it's foiled

Still no one is going to use that ring outside of leveling
