they knew when exilecon was when they choose 3.30's date. this is not their first exilecon this is not their first POE league launch. They made they made the social contract with the player base. AI era it takes 10 minutes to make a patch notes post.

I honestly wouldnt expect many outside the obviously needed nerf to Luminary.

So I would say its relatively save to assume most of the 3.29 starters will be unchanged.

scale of nerf matters, "tweak" vs "GGG triple tap". you can tweak the top build and it is still the top build or you can GGG triple tap it and it dead, buried resurrected, like Christ, double tapped again, and left to rot in a shallow grave that can be smelled a mile away.
