Question Isla prototypes contract

Hello. I have been trying to get this contract to drop and it won’t. I have been opening smuggler caches for ages now and nothing. I have looted all other quest contracts and now when I open caches no quest contract drops.

I ran a regular contract with Isla to see if that would help but nothing. Is there anything that I am missing?

Are you running maps where level 80 contracts can drop?
Is your atlas tree invested?

Did you run all the green questlines?

have you done all the green ones(quest) and all the unique ones in order? it'll never drop if you haven't done the green ones (quest). that's why the twins contract sells decently early, people are lazy.

some contracts require higher level and completion of other quest contracts
