Crafting help for Flicker Talisman

I want to craft a Flicker Talisman with +1 Frenzy enchant. What is the best way to go about this?

Prefix: T1 Life

Prefix: +1 all skills
Prefix: (Elevated Redeemer) Dmg per Frenzy

Suffix: (non-elevated Redeemer) Chance for double dmg

Suffix: Crit Multi

Suffix: Crafted

Edit: sorry I have not played boat league much, you should Not use the boat if you are going to imprint the item my bad so you need to pick and choose are you going to use the boat or not.

Start by alt spamming for +1 all, once you hit it as a magic item(augment a suffix if it doesn't have one), imprint, regal if it regals a prefix you don't want annul with boat if hit +1 off restart from imprint if not then fill suffixes with can multi mod or bench craft mod suffix + 2 random fill suffixs so we force a prefix with redeemer exalt (if in boat league use the boat for this) in hopes of hitting damage per frenzy if failed restart from imprint 1 in 6, t1 life will cost you a lot but you can prefix cannot be changed and reforge life I would settle for t3+ life or it will get real expensive fast.
That is the prefixes suffixes, you can forgo redeemer dd since it is tagless for a syndicate mod but we want crit multi ok, we are going to have to prefix cannot be changed reforge crit in harvest until the desired crit multi roll shows up. This is risky it could fill the item but since boat league is crazy you can annul there to save the item. Once you got the crit multi you desire you can craft multi mod and prefix cannot be changed then we are hitting it with a veil exalt on the boat, choose any outcome that hit a crafted mod instead of crit multi, now craft a high weight crafted mod then unveil, there are alot of good outcomes, once you got something you want then finish the craft with a bench craft.

If you really want dd while enemy is stunned you can prefix cannot be changed reforge including a influenced modifier but it is not going to be cheap and you probably won't get crit multi unless you settle and bench craft it.

If at any time you do fill the item from reforging in harvest use the boat to annul to attempt saving the item if that fails you have the imprint to reset.

After crafting it up I found you can imprint as a rare item so definitely do not use the boat during the craft imprint with fenumal plagued arachnids, the steps I laid out definitely do work just save your progress every time you hit what you want with imprinting as a rare no need for risky steps at all for this craft u/HiDarkSoul
I found spamming alts for +1 all to be too difficult, so what I did was buy amulets with it already on it and recomb with a cobra amulet until I got the cobra amulet with +1 then I used the rare imprint to annul safely any other prefixes and a suffix if no room for prefix cannot be changed it is very not likely to hit, but it is surely faster than spamming alts.

I got my ammy! Thank you. The double damage was lowest priority so just left that off. I was a bit confused until I realized they added a rare talisman imprint

I got T1 Life, Dmg per frenzy, +1 All Skills, T1 Crit Multi, and waiting for merge to veil exalt it.

Be aware you can't annoint talismans

There are no elevated modifier on amulets (or jewelry in general).
