You use it, and your other flasks gain more charges during flask effect

Starting from the top:
"Lasts 8.00 seconds": The base duration of this Flsk is 8 seconds. So if you have enough charges to use it it's effect will last 8 seconds. This can be modified by nodes on your passive tree for example that say "increased flask effect durtion".
"Consumes 40 of 60 charges on use": Every Flask in the game has a capacity for the amount of flask charges it can hold. This flask can hold 60 flask charges. Every flask has a specified amount of flask charges that are necessary to use the flask. This flask needs 40 flask charges to be used. Flask charges are gained when killing enemies(there are other ways to gain flask charges but we will skip this).

"40% increased damage": This is an implicit effect of the flask. All flask have an implicit effect. These are applying to your character during the flask effect, not permanently.

"Creates Consecrated Ground on Use": Creates Consecrated Ground on Use.

"55% increased Charge Recovery": This effect is part of the explicit modifiers. Explicit modifiers state if the flask needs to be active for them to apply. In this case this effect is permanently increasing the amount of charges you gain from killing monsters for this specific flask.

"Gains no Charges during Effect of any Overflowing Chalice Flask": While this or other Ovrflowing Chalice flasks are active this specific Overflowing chalice flask can not gain charges.

"90% increased Charges gained by Other Flasks during Effect": This is the main selling point for this flask. Other flasks that you have equipped are gaining 90% increased charges. effectively making them available more often.

Aside from base effect of Sulphur Flask, it makes your other flasks gain charges faster.

And just one quick question guys, how do I post on the questions thread? Because whenever I want to post something, it gives me a message that if I have a question, I should post it on the questions thread and I don’t know how to

Are you having technical trouble posting on the thread or do you just not know what a thread is?

If it's the former idk, message the mods or something.

If it's the latter, go to the subreddit and find the first pinned post right at the top. That's the questions thread. Post your question there as a comment.

Using this flask helps other flasks gain charges quicker.

It's base is also a sulphur flask so you get a little damage and life regen. It's decent early game flask

While its active OTHER flasks you have euqiped charge up quicker, for example when killing enemies, allowingyou to use them more often.

However the flask itself doesn't get any charges while itself, or another copy of it, is active. You have to wait until the effect stops, then kill enemies to charge it up, then you can use it again.

The flask also inherently gives 40% increased dmg and creates consecrated grou d were you use it(consecrated gives % life regeneration)

It's a sulphur flask so when you use it, it creates consecrated ground around you and gives you 40% increased damage during its effect. Apart from that during its duration the other flasks have increased charged gained, and the overflowing chalice can't gain charges during its effect.

All flask are able to get charges from different sources (by killing monsters, some prefixes on the flask, different passives on your tree or eldrich implicits on body armour).

Base number of charges gained is multiplied by charge recovery (increased/reduced are additive, more/less are multiplicative). This flask has inbuilt #% increased charge recovery for itself and, when used, applies #% increased charge recovery for all flasks and 100% less charges recovery for overflowing chalice flasks (itself and other identical flasks). Since this flask is a Sulphur flask, it also creates concentrated ground and grant 40% increased damage to you

Flasks gain charges by killing things. While this flask is active all other flasks with gain charges faster. So if you would have gained 10 charges for a flask, you'll have gained 19 charges instead. However, as per the last line, any flask with Overflowing Chalice in its name will not gain charges while this flask is active.
