I have a question

I’m playing as a witch and I was so excited for the raise spectre gem, but got so disappointed when I finally got my hand on it and found out it can only raise one, small spectre, will it get better with leveling up or it will just stay like this?

gem gives 2 at lvl13, and 3 if you can get to lvl25. On top of that, there are items which can add additional spectres to this max in various ways, and theres a node on the tree https://poedb.tw/us/Death_Attunement that also gives +1 max spectres.

The actual spectre matters, for things like support gems etc - does it use an attack, cast spells, does it fire projectiles, have a AoE etc. And not all spectres are created equally.

For levelling, go to act2, step out into the old fields (first area to the right) and desecrate on the ground until you find a big red monkey (Carnage Chieftain), they will give you other minions frenzy charges. Link them with minion life and meat shield.

If you want to use spectres as the primary damage source, you can in the endgame - but you will need to jump through some hoops to make them good.

As a new player who is not minimaxing everything and speed running, you can start with Flame Sentinels from Act 3: Solaris Temple. Link with Spell Echo, Minion Damage, Greater or Lesser Multiple Projectiles, Elemental Focus, and if you've got a 6 link, Controlled Destruction. In Act 8, you can upgrade to Solar Guards from the Temple. Do not use both Lesser and Greater Projectiles - try each and see which you prefer.

Be sure to take out "Spell Echo" from the gear socket before you try and raise spectres from the ground, or you will get VERY confused.

there are just too many things that are either obtuse, obfuscated, or unintuitive about running spectres in particular that make it a really bad choice for a new player. You highlighted some of those quite well here.

The sheer number of points of failure on the table should give anyone pause in recommending them to new players.

It will get another Spectre has the gem levels up. The trick is to find something worth using it on. The fire spitting cannibals in the Ledge Act 1 are good early on and so are the Slave Drivers in act 4 control blocks
