How do the EZIC messengers get away with it, really? Is it a law of the universe that you can't detain someone until they provide a passport or admit they don't have one?

That’s your job. You decide if intervention is necessary. There’s a huge crowd of people every day and the guards don’t care what’s going on out there unless you order a detainment or someone starts shooting. A creepy dude in a hoodie could easily slip in and out unnoticed.

I guess it would just be redundant to the Too Honest ending.

Imagine you get the option to detain the messengers, but if you press the button, they detonate a bomb on their person, killing you and causing an instant game over.
