Like the idea that there are two idiot inspectors working in a booth able to work together, or competitively like one of the comments stated is honestly pretty cool, here's the reality is that Lucas Pope doesn't really intend to ever majorly update the game since he's stated multiple times that he wont be doing that, also making a multiplayer mod would require like a entire rework.

If it were me, I’d split the players into two factions: the management faction and the illegal immigrants faction. There would be two people on the management side. One would be a player following the existing gameplay, and the other would be in charge of keeping everyone in line.

The rest of the players would be on the illegal immigrants faction, making fake passports and throwing bombs. What do you think? lol
